Moving to a new country is exciting, but finding a place to live is often the single most stressful part of the entire relocation process. Toronto, Canada’s largest city and one of the most popular destinations for newcomers, has a reputation for being expensive — and while that reputation is not entirely undeserved, it is also not the whole story. With the right approach, a solid understanding of the city’s neighborhoods, and a bit of patience, new immigrants can absolutely find affordable, safe, and comfortable apartments in Toronto without breaking the bank.
This guide walks you through everything you need to know: the most budget-friendly neighborhoods, realistic rent expectations, the documents you will need, and practical tips that experienced newcomers wish they had known before they signed their first lease.
Understanding Toronto’s Rental Market as a Newcomer
Toronto’s rental market moves fast, and it can feel overwhelming if you are arriving without a Canadian credit history, a local employer reference, or even a permanent phone number yet. Landlords in the city typically ask for proof of income, a credit check, and sometimes a guarantor. For new immigrants who have just landed, none of these things may be readily available, which is why understanding the system in advance is so important.
The good news is that Toronto has a large and diverse rental stock, ranging from purpose-built rental buildings to basement apartments in family homes. Basement units, in particular, tend to be significantly cheaper than a full one-bedroom in a high-rise, and they are extremely common across the Greater Toronto Area (GTA).
- Average one-bedroom apartment in central Toronto: roughly CAD $2,050–$2,300 per month
- Average one-bedroom apartment in outer boroughs (Scarborough, Etobicoke): roughly CAD $1,650–$1,900 per month
- Average basement or shared apartment: roughly CAD $950–$1,400 per month
- Average studio apartment: roughly CAD $1,500–$1,750 per month
These figures fluctuate depending on the season, the building’s age, and how close the unit is to public transit, so always treat listed prices as a starting point rather than a fixed number.
Best Affordable Neighborhoods for New Immigrants
Not every affordable neighborhood is equally welcoming or practical, so it helps to know which areas combine lower rent with good transit access, immigrant communities, and everyday amenities like grocery stores and clinics.
Scarborough
Scarborough is one of the most immigrant-friendly districts in Toronto, home to large South Asian, Caribbean, Filipino, and African communities. Rent here is considerably lower than downtown, and you will find halal butchers, African grocery stores, and community centers that cater specifically to newcomers.
Etobicoke
Etobicoke offers a quieter, more suburban feel with decent access to downtown via the GO Train and TTC bus routes. Many newcomer families choose Etobicoke because it balances affordability with good schools and parks.
North York
North York has a mix of high-rise apartments and older rental buildings, many of which are more negotiable on price than downtown units. The area around Finch and Sheppard subway stations is particularly popular with new immigrants because of its accessibility and shopping options.
East York
East York is a smaller, often overlooked pocket of the city that offers relatively affordable rent while still being close to downtown. It’s a good option for singles or couples who want a shorter commute without downtown prices.
Mississauga and Brampton (Greater Toronto Area)
Technically outside Toronto proper but part of the wider GTA, both cities have become magnets for new immigrants, especially from South Asia. Rent tends to be noticeably lower than downtown Toronto, and there are established immigrant support networks in both cities.
How to Search for Affordable Apartments
Knowing where to look is just as important as knowing where to live. Here are the platforms and strategies that tend to work best for newcomers on a budget.
- Facebook Marketplace and local rental groups — Many landlords, especially those renting basement units, post directly on Facebook groups dedicated to specific neighborhoods or immigrant communities.
- Kijiji — One of the most widely used rental listing sites in Canada, with filters for price range, unit type, and pet policy.
- PadMapper and Rentals.ca — Useful for comparing prices across buildings and getting a realistic sense of the market in a specific postal code.
- Settlement agencies — Organizations like COSTI, Toronto Newcomer Office, and the Canadian Centre for Housing Rights sometimes maintain lists of newcomer-friendly landlords or temporary housing options.
- Word of mouth — Immigrant community WhatsApp groups, church groups, and mosque bulletin boards are often the fastest way to hear about a unit before it is publicly listed.
Documents and Requirements Landlords Typically Ask For
Even without a Canadian credit history, you can still qualify for a lease if you come prepared. Most landlords will ask for some combination of the following:
- A valid government-issued ID or passport
- Proof of immigration status (PR card, work permit, or study permit)
- Proof of income or an employment offer letter
- References from a previous landlord (if available)
- A guarantor, especially if you have no Canadian income history yet
- First and last month’s rent as a deposit
If you do not yet have a job or Canadian references, offering several months of rent upfront, or providing a bank statement showing sufficient savings, can significantly improve your chances of approval.
Tips for Finding a Deal Without Getting Scammed
Unfortunately, rental scams targeting newcomers are common in Toronto. Scammers often post attractive listings at prices well below market rate to lure desperate renters into wiring money before ever seeing the unit. Protect yourself with these precautions:
- Never send money before physically viewing the apartment or verifying ownership through a video call with the landlord present at the property.
- Be suspicious of landlords who claim to be “out of the country” and can only communicate by email.
- Ask to see the lease agreement in advance and read it carefully before signing.
- Verify the building address using Google Maps and, if possible, ask to see a piece of mail or utility bill confirming the landlord’s name matches the property.
- Use a paper trail for all payments — e-transfers with clear references are safer than cash.
Temporary Housing While You Search
Many new immigrants do not sign a long-term lease immediately upon arrival. Instead, they use short-term or temporary housing for the first few weeks while they get oriented, open a bank account, and secure employment. Some popular options include:
- Newcomer welcome houses — Some settlement agencies operate short-term housing specifically for new arrivals.
- Extended-stay hotels and Airbnb — More expensive per night but useful for the first one to two weeks.
- Shared rooms and hostels — Budget-conscious newcomers, especially single travelers, often start in a shared room before committing to a full apartment.
- Homestays — Living with a local or immigrant family for a monthly fee can be a more affordable and socially supportive way to transition into the city.
Understanding Your Rights as a Tenant in Ontario
Ontario has strong tenant protection laws under the Residential Tenancies Act, and it is worth understanding your rights before you sign anything. Some key protections include:
- Landlords cannot evict you without proper legal notice and, in most cases, an order from the Landlord and Tenant Board.
- Rent increases are capped annually according to a government-set guideline, except in certain newer buildings.
- Landlords are legally required to maintain the unit in a habitable condition, including heating, plumbing, and pest control.
- You cannot be discriminated against based on your immigration status, country of origin, family size, or source of income under the Ontario Human Rights Code.
If you ever feel your rights are being violated, the Landlord and Tenant Board and local legal aid clinics offer free or low-cost support to tenants, including newcomers.
Money-Saving Tips for New Immigrant Renters
- Consider a roommate situation for your first year to split rent and utilities, especially if you are single or relocating alone.
- Look slightly outside of subway lines but along major bus routes — prices drop noticeably even a 10-minute bus ride from a subway station.
- Negotiate — especially with independent landlords rather than large corporate buildings, there is often more room to negotiate rent, especially if you can pay several months upfront.
- Time your search for the off-peak rental season (late fall and winter), when there is less competition and landlords may be more flexible on price.
- Ask about utilities included — some basement apartments include heat, water, and internet in the rent, which can offset a slightly higher base price.
Sample Monthly Budget for a New Immigrant Renter
It helps to see how rent fits into a broader monthly budget rather than looking at it in isolation. Below is a realistic sample budget for a single newcomer renting a basement apartment in Scarborough or a similar affordable neighborhood.
- Rent (basement unit, utilities included): CAD $1,150
- Groceries: CAD $350
- TTC monthly transit pass: CAD $156
- Phone plan: CAD $45
- Internet (if not included in rent): CAD $60
- Renter’s insurance: CAD $30
- Miscellaneous and personal spending: CAD $200
This adds up to roughly CAD $1,991 per month, which is a manageable target for someone working full-time at or near Ontario’s minimum wage, and considerably more comfortable for those entering skilled positions. Budgeting this way before you arrive, or in your first week in the city, gives you a much clearer picture of what “affordable” actually looks like for your specific situation.
Working with a Settlement Agency
One of the most underused resources by new immigrants is the network of free settlement agencies operating across Toronto. These organizations are funded specifically to help newcomers get established, and housing support is one of their core services. A settlement counsellor can help you understand lease agreements, connect you with newcomer-friendly landlords, and even accompany you to apartment viewings if you are unfamiliar with the city or uncertain about your English proficiency.
Beyond housing, these agencies typically also offer help with opening a bank account, understanding your healthcare card (OHIP), enrolling children in school, and finding employment — all of which indirectly affect how much rent you can comfortably afford. Booking an appointment with a settlement worker in your first week in Toronto is one of the highest-value things a new immigrant can do, and it costs nothing.
Common Mistakes New Immigrants Make When Apartment Hunting
- Signing a lease sight unseen — Always view a unit in person or via a verified live video call before committing.
- Underestimating moving costs — First and last month’s rent, moving trucks, and furniture can add up quickly; budget for this separately from your monthly rent.
- Overlooking commute time — A cheaper apartment far from transit can end up costing more in time and transportation fees than a slightly pricier unit closer to a subway line.
- Not reading the lease carefully — Pay close attention to clauses about subletting, guests, pets, and maintenance responsibilities before signing.
- Ignoring the neighborhood at night — A neighborhood can feel very different after dark; if possible, visit at different times of day before finalizing your decision.
Frequently Asked Questions
Do I need a Canadian credit score to rent an apartment in Toronto?
Not always. Many independent landlords, especially those renting basement units, will accept alternative proof such as a job offer letter, bank statements, or several months of rent paid upfront in place of a credit check.
Is it cheaper to live outside Toronto and commute in?
Often yes, particularly in cities like Mississauga, Brampton, or parts of Durham Region, though you should factor in additional commuting time and GO Transit fares when comparing overall costs.
How much should I save before arriving to cover housing costs?
Most settlement experts recommend having at least three months of estimated rent and living expenses saved before arrival, to cover deposits and the transition period before steady income begins.
Final Thoughts
Finding an affordable apartment in Toronto as a new immigrant takes research, patience, and a willingness to look beyond the most obvious downtown listings. Neighborhoods like Scarborough, Etobicoke, North York, and the surrounding GTA cities of Mississauga and Brampton consistently offer better value while still connecting you to established immigrant communities and reliable transit. Combine that neighborhood knowledge with a cautious, well-documented approach to applications, and you will significantly improve your chances of landing a safe, comfortable home at a price that fits your budget as you settle into your new life in Canada.
